Accessing Cell Broadcast Settings/ Emergency Broadcasts

I'd like to have control over the Emergency Broadcasts that come through my phone.  Where do I find these settings at?  I can't find where it is to save my life.

I think only certain phones have this option, if the phone it's locked to a carrier/network will have that option.

My Z3+ doesn't have those options available.
