4.3 lockscreen widget

I've recently bought and updated my SP to 4.3.

I tried swiping across the clock widget on the lockscreen

but I can't see any plus sign.

It shows that the clock widget is the only one possible.

Also each time I reboot my device, it asks me

which language I want to choose.

Is this normal?

Do you have a SIM card ? also do you have any pattern or any other form of lock ?

Yes I do have a SIM card and I have not activated any sort of lock.

Just plain old "swipe"...
