Do I understand correctly that the Settings application isn't working in your device and you are unable to access the Settings menu? If that is correct, is there any change if you open it from the quick settings instead of the application icon? You can access the quick setting if you drag down the notification field twice and then you tap on the cogwheel in the top right corner.
If you still can't open up settings, try rebooting your phone in safe mode so we can see if a downloaded application is the cause of this as they are temporarily disabled in safe mode.
