The phone companies of mexico have not made the support, to release the mobile xa ultra, how can I make this process without having to go to mobile companies?

1. If you can buy the phone (unlocked version) somewhere in Mexico?
2. Can you buy the code to unlock the phone from, I assume, Telcel?
