Can officials from Sony make an announcement that which country will be available for XA1 plus. Also the variants of availability?

If your Local support doesn't have the answer, then most probably no one here will have it too. Such matters are handled locally, and it's quite different for us here in this international user-based forum to be aware of such information in different markets/regions.

As @Quester mentioned, staying in touch with your Local support team is the best way to get more information on when/if this specific phone model will be launched in your market/region as this is a Global forum and your local support team is better equipped to answer market/region specific questions.

The press release does not mention specific markets where it will be launched, however it does say the Xperia XA1 Plus will roll out from Autumn 2017.

The information that I have available is that it will be available during the Autumn of 2017, however it does not say exactly which markets and a specific date for each market.
