As uliwooly suggested you will need to do video calling via data applications, as Xperia devices do not support video calling via the phone app.
Video calls are not a part of the calling function in Xperia device. You can't make video calls using the native phone app, or via an operator.
However, you can download and use a third party application. The prerequisite is that your counterpart uses the same application.
Video chats require an Internet connection and charges may apply. Contact your network operator regarding possible costs for making video calls, and for the cost for using mobile Internet. You can connect to the Internet using either Wi-Fi or the mobile network.
