Do I understand correctly that you are only able to charge the device to 60% and then it stops charging, or does it continue to charge but the battery percentage isn't updating?
Are you charging the device using the included charger and cable, or are you just using the cable and a USB port on a computer? Have you tried charging the device while it's rebooted in safe mode? This way we can make sure that a downloaded applications isn't cause of this as they are temporarily disabled while the device is rebooted in safe mode. You can also try charging the device when it's powered off.
