Both problems I don't really understand what's the matter.
Anyway.
A standard test method is to see if the unwanted behaviour persists in safe mode.
If it is better in safe mode then an app is interfering.
Other thing to try is: settings-tap magnifying glass-type 'reset'- find reset network settings and reset.
