When i open Sonic stage or Sound forge to record Radio 1 all i get is the recording of my voice, how do i get it so it records Radio 1 and not the outside noises,
I think its the microphone, sound card settings
Any help would be appreciated.

You cannot as this setting has been disabled so that you cannot copy copyrighted material such as the one you are attempting to record.
Sorry
Ultimately, though, DRM is pointless and doomed because of software like TotalCommander (http://www.highcriteria.com/) which will record from the sound card.
The BBC supply the service to listen to the shows recorded during the day or even week but they do not need to be recorded and that is the reason that they are streamed as opposed to creating a file that you can download.
This is due to stereo mix being disabled by our friends at Microsoft. Shame they can't actually see past their piracy-obsessiveness and see that this can be used for legitimate reasons, like mixdowns for legal recordings, and for bumping tracks.
If Microsoft treated it's customers with dignity then maybe they would earn some themselves. Give respect to get respect.
