Can anyone tell me is it possible to upgrade the graphics card in my SONY VAIO PCG-GRT996VP ?
Also the laptop have a pci express inside?

The usual answer is no you cannot.
You mention PCI Express and this has thrown me.
All I can add is that if your graphics are upgradeable it would probably be boldy mentioned as an upgrade path in your Sony documentation.

When do you see consumer upgradeable notebooks becoming standard?
NVIDIA:
That is really a question that you should ask the OEMs. When the OEMs are ready to support consumer upgradeable notebooks NVIDIA will be prepared to support that initiative.
This suggests that upgradeable NVidia notebooks havn't happened yet.
The answer is no you can't, period.
