That has been seen on more devices,you should check if glove mode is enabled or disabled.
This problem solved to me after the upgrade to 4.3 last version .205 update.
I also thought the touch screen was insensitive when the phone was on a flat surface (charging for example) but the horizontal surface isn’t the problem. The real problem is the screen reacts better when the phone is held in the hand, horizontal or any other position.
It’s a capacitive issue and not a feature of the phone but a likely design flaw. On some surfaces the touch is relatively sensitive, on others not but it always works when held. Try propping it at an angle with a bit of card = insensitive. Hold it at the same angle and it works every time. Nice one Sony!

Sorry, don’t agree. It's an annoyance which isn't fixed by some magic combination of button presses. The digitizer is responsive at any angle when the phone is held in the hand and less so when not held – such as when it’s on a flat surface.

I also have the same problem, but even after turning off the glove mode , the isse doe s not solve for me.
Any help...
