how can i register my Gmail acount through net? without using the phone..?

i have no wifi here.. i cant download on aplications in aplication market it says no phone register....

can you help me about this?

i try to log in it in android market it wont allow me to click the install

telling me

There are no Android phones associated with this account. Please sign in with a different account.

Did you input the same/correct Gmail username that you have just created? If you have, suggest power off and on your phone and try again.
