Data traffic keeps turning on

This problem happens after I update to the new IOS. I have unchecked the data traffic box but whenever I unlock the phone, the data traffic will turn on by itself? Can anyone help me to solve this problem? I do not have a data plan and thus this is really a problem to me.

Update Service (SUS)
