Mobile data not working

When setting up Movistar APN data my phone can not share the Mobile Active Zone, it is not activated .... please I need a solution, thanks

To confirm, when you are connected to the Movistar APN, you can not turn on WiFi hotspot at all?

Or, are you not able to connect to the internet at all with this APN?
