Hi and welcome to the forum.

Some notebooks have noisy fans and some are very quiet, I never hear mine but I know that it is working because when the CPU temperature rises to 56 deg C it soon reduces to 54.

Download
MobileMeter and check out the CPU temperature.

If your CPU control is set to ‘Adaptive’ then you may very well be running at 800mhz until such time as more processing power is called for. Try playing a video and see if the speed increases to 1.7.

Which model Vaio do you have?

The processor fitted in your model has a critical temperature of 100c, but passive cooling will kick in before that (probably around 85C) and slow the processor in an attempt to reduce temperature.
