System Restore & Message on Micrsoft Ecel

I am seeking help fro Vaio experts on the following.
I have tried to restore my computer but when my lap top retarts I get message that the Recovery was not successful. I have installed latest Norton protection? I have disaabled various securiy functions but recovery still does t work.
I am also getting a message on Excel Word when I try to access a internet sddress I get a message "Micro Excel this peration has been cancelled due to restriction on this computer" and I can not access .
I hope some on can help. I have a VGN N21M

Hi Carl,

try this...

Switch Norton Tamper Protection off then restart your Vaio and press F8 repeatedly to boot into Safe Mode, then use System Restore.

When System Restore restarts windows, press F8 to go into SAFE MODE a second time to hopefully complete the process.
