What app are you using to create a folder? And are you trying to create it on internal memory or SD card?

Before update to 5.1.1 there was option to make folder. I m trying to make folder on memory.

This option was available on which application? On my Z3 I can create new folder using "File Commander" app, can you try using that?

Edit: Or you want to create a folder on your homescreen or app drawer? If that's your case you can do this by dragging any app shortcut and placing it over another one.

I want to make folder on home screen or app drawer.
When i drag the app directly it going to home screen.

Just now i checked it , icons on home screen can be moved to folder. But when i m doing long pressbin app drawer to move app in folder it is going to home screen.

If you want to make a folder on app drawer you must use the same method, but first pull the side menu in app drawer (from left side) and choose "Custom order" -> Now you can create folder on app drawer too.

In safe mode option CUSTOM ORDER is clickable.
After coming back to normal mode it remains same. But after changing option again it is unclickable.

If it works on safe mode, and not on normal mode, then there's an app that prevents you from doing so. Of course we can't know which app does this unless you uninstall them one by one and test if the option in clickable after each app you uninstall. Sounds like a difficult job, but the other way is to wipe/reset your phone and start from the scratch.

After reset my mobile to factory reset still there is same problem.
