Wi-fi - Internet problem

I have had the phone about a year now and everything was great. I recently travelled between USA and China. I didn't actually change the sim card and during the trip the wifi worked fine. On my way back home I couldn't connect at any airport and now I can't connect anywhere.

What happens is it says "connected, no internet" . Nothing changed anywhere but that's the only "Wi-Fi " I get now. I have no idea what happened.

Will restarting your phone fix the issue even temporarily?

No, restarting the phone makes no difference. Neither does turning off/on the Wi-Fi or airplane modes. I've also made the phone forget the network and then reconnect like a fresh one, no luck. I tried the static IP idea suggested that I've found on the forums and it also doesn't work.
