Weird setting problem

Today when I started my phone, the settings stopped work. When I press on the application "Settings" it automatically scrolls down to the bottom of the site and I can't even scroll up because it scrolls down automatically over and over again. So settings are basically totally unable to reach. I've tried to turn off and on my phone but it doesn't work. And the weird thing is that it's only settings that are totally freaked out, please help.

Does the phone has a protective case, film, glass? settings > about phone > diagnostics > test > test touchscreen.

I don't have a protective glass or film and it's only settings that has the problem. So when I can't set ant settings etc I can't test the touchscreen.
