you can try to install the app in Safe Mode.

It worked for me.

I'm currently trying to update a sportsbetting app after upgrading to Oreo and there is a problem with apk files not showing up in 'File Commander- downloads', but shows up in 'Files app - Downloads'.

I have allowed 'File manager' permission to install, but no apk files come up and there is no option to select 'Files app' to install from unknown sources.

I believe the reason is because Google doesn't allow 18+ gambling apps in the playstore, so they have to be external installs.

Just tried in safe mode, the apps on the sd card and no way of updating it. There needs to be an option in app permissions for the download manager to allow unknown source downloads
