Is this a Bug/Glitch?

My battery is 39% at the moment, however the battery icon in the drop down settings menu shows it as full.

In other Android phones, if you press the battery graph you can see the corresponding signal strength (below the graph) and this seems to be missing as well

the battery icon shown on the drop down menu is not indicative of the battery charge remaining. its just that, an icon

as for the signal strength on battery graph it was available back in marshmallow but since have been removed afaik..
