Can someone please tell me how to turn of the lower of the notifications

To disable the lower notification bar you need to disable the "Chat Heads" setting in Messenger. To do so, go to: Messenger > Tap your profile picture > Chat Heads > Off.

Yes and no, on all phones before I had the chat heads on whithout having that lower notification

@Carl44 it's an Android Oreo gesture implemented by Google. all apps running in background or drawing over other apps are required to display such notification. the notification is supposedly going to be made dismissable with Android 8.1 update.
