When i touch the lock screen menu theres always a white circle on it i tried to disable the glove touch and developers option but it didnt work

When you accessed Developer Options, did you make sure that Show touches was turned off?

Yes, and after that I restarted my phone but it didnt do anything

How big is this circle does it take up a large part of the screen or is it rather small?

Does this only appear when on the lock screen?

Is it like the one in the screenshot aka Glove Mode On? G...

Update: you already tried to disable the glove mode sorry, I should have been reading well your initial post.

Is it like the one in the screenshot aka Glove Mode On? Go in settings > display and disable glove mode.

On the basis that you have tried everything advised, I can only really see a software repair resolving this, as you have done everything that would turn such a function off. Safemode should have removed this as it is a very specific mode.

I suggest a backup and then run through the repair.
