I have had this problem for a while, unfortunately I don't remember which exact update it started with. But it was either the Marshmallow upgrade, or the first update after it. I'm currently on 32.2.A.0.253 and the problem remains.

Most of all I'm really surprised that I couldn't find any reports of this on the forums yet, so I wonder if I'm the only one, because it's really quite annoying.

Ever since that update, most quick setting toggles (in the double-drag-down drawer, on top of the notifications) are either very unresponsive, or their state display is not updated until the drawer is closed and opened again.

For example, toggles like mobile data, Wi-Fi, and location services do work, i.e. the features are turned on or off if I tap them. However, the state of the quick setting switch will not change. For instance, I may be connected to Wi-Fi, tap the toggle to turn it off, and notice that Wi-Fi is actually turned off. However, the quick settings toggle for Wi-Fi will still show it as turned on, including network name and signal strength. Waiting for a long time doesn't update it either. I have to close the quick settings drawer, and open it again, to see that Wi-Fi now indeed shows as off.

More annoying even is the screen brightness slider. In about 50% of cases, when I open quick settings and try to use the slider, I can move the slider, but the screen brightness doesn't change. If I close the quick settings drawer and re-open it, the slider will be back in the original position from before I changed it. Only if I move the slider again now, the brightness will actually change, and the slider remain in the right position. After a while of using the phone, the slider will once again not work.

This is a very easily reproducible issue, I could do a screencast to visualise it if it helps.

I've tested safe mode, and the issue still happens.

Unfortunately I can't do a screencast, for a very interesting reason. Somehow, having a screen recording running seems to fix the problem. I will have the issue about every second or third time I try to use quick settings. I did around 20 screen recordings, and not once could I reproduce the issue while the recording was going on. I will try to do a recording with an external camera.

I'm having the exact same issue, it happened right after I installed the latest update which rolled out in October. I don't know how to find the update number. But I'm having the exact same issue that you described, to the letter. And it's annoying especially the brightness toggle which I use frequently. I have the regular z5

I'm glad to hear I'm not the only one with this problem! It is still around as of the latest update.

I did try to do a screen recording to demonstrate the bug, but the funny thing is, recording the screen seems to prevent it from happening. When I'm using the phone as usual, out of 10 times of trying to use quick settings, 8 or 9 times they won't work. The toggle states are not updated, and the brightness slider has no effect. However, as soon as I start a screen recording, I can't seem to reproduce the issue no matter how many times I try. I must have tried 30 times to record the issue but it never happens when the recording is active. Stop the recording, and with a high probability, the next time it will happen again. I might resort to just record it using another camera.

Currently I can't reproduce the issue in safe mode either. I'm not sure if last time I did something wrong, or if it doesn't happen there anymore. I'll keep running the phone in safe mode for a while and use quick settings regularly to make sure.

Even if this was a third-party app causing it, I'd be very keen on finding out. Although I'm not sure it would be, as I recently did a factory reset, and had the issue again immediately before installing any apps again. Unless it's one of the third-party apps that came with the firmware, I'm almost sure it has to be a bug in Android itself, or Sony's modifications (or some setting that I tend to configure right after setting up a phone).
