When i call someone it gives me normal calls are restricted by access control what to do?? please!!

Are you making regular phone calls or VOIP?

Check if the problem is due to a third-party app, boot on safe mode and try to place a call.

How to boot on safe mode on Lolipop
1. press and hold the power key
2. once you get the pop up menu
3. press and hold "power off"
4. Boot on safe mode should become available

This error is purely related to the network provider and it is not related with your Android system or because of an error in your smartphone. Give your network provider a call and see if they can fix it, but usually it gets fixed eventually due to some maintenance in one of the provider's towers.
