M2 wont connect to public wifi portals

I'm having trouble with an M2 that wont connect to public wifi hotspots when they require sign-in through a portal. Wifi works fine on my home network and in friends' houses, etc. but when I'm connecting to public wifi and need to fill in a form and/or accept terms and conditions on a page before getting access to the wifi, it will not work at all. I've checked with other android devices (that were signed in successfully) to make sure IP settings are the same, and have Android version 4.4.4 on the phone, which is a more up to date version than one of the devices I was comparing with. Have also tried turning off location-based wifi, but this had no effect. I'm not certain what the problem is. It happens at home in Ireland, and abroad. Is there anything I can do to fix this issue?

Sorry for the delay, running on limited wifi in various hotels at the moment. There is no antivirus on the phone, and safe mode does not seem to have solved the issue (unless the wifi here is different from the others).
