Lowering power dissipation may only cause throttling of cpu, shorten continous video (especially 4K) recording due to device overheat.

In terms of battery life its temperature is not raising high enough (using typical 1.5A charger) to cause any trouble as long as outside temperature isn't in upper limits of phone operating range.

I use a slim Soft Plastic Cover Case for my Sony Xperia Z3 Compact.

As far as I know, heat reduces Li-ion batteries' life span, specially when there are full.

So, does using a soft or hard cover case, decrease phone's battery life due to decreased heat dissipation?

Never heard of the cases decreasing battery life, I haven't seen any tests. If you want you can compare and let us know here - should be interesting!
