Try to take a look on the top area of the phone. Make sure is clean even with screen protector or not.

Some times face oil may also effect that, if after cleaning still don't work.

You may try to perform a factory data reset and do remember to backup your phone before reset.

Please keep us update if this resolve your issue.

From my understanding, by default that should not be off and you cannot switch it off unless you root the device.

To avoid any software screwed up on your phone, try to do a factory data reset to see if that works.

Proximity switch "off" in service menu does not mean that the sensor is turned off completly, it only means that the sensor is currently in "off" state, meaning that nothing is currenty triggering the sensor (such as your ear ).

However, if something is wrong with the sensor it will always be set to "off".

I guess you have tried rebooting the phone? Sometimes the sensors hang and a reboot might help.

Don't press "restart" key, turn the phone off and then on again.

Do you have Lollipop or Kitkat in your phone?

This might sound like a stupid question but are you 100% sure your proximity sensor did not recover after reset/reboot.

To test it, either go to service test in service menu and place your hand on the top of the phone.

Or make a call, make sure the phone is in upright position (important!) and cover the top of the phone.

Try performing a system repair using PC Companion as this will often fix issues - This will factory reset your phone and erase all data so best to backup before you begin

Switch off your phone and unplug from Pc (Hold volume up and power for around 10 seconds)
Start PC Companion and select Support zone then Update my phone/tablet then in Blue Repair my phone/tablet and follow the on screen instructions - When prompted connect your phone still switched off holding volume down or back button - This should start the repair or reformat process

If you are using Windows 8/8.1 or a 64bit operating system then adjust the settings for PC Companion and run in compatibility mode and chose Windows 7 or XP

Did you send it to the authorise service center?

Repair or replacing an sensor shouldn't be effecting your water proof feature, unless if you send it to a 3rd party to repair that; then it may be a problem infact sony will not cover the warranty once is being repaired by a 3rd party.
