Is it not a Bug that allow a lock button to function while screen is locked. It means any one can switch off the cell without opeaning the lock of the deivce?

If the device is password protected and still allow lock key to display the poewr off functionality without opening the lock of the device. It sounds like giving the security break to the thief.

Even if the power button could do that then you can still use the force reset button combo of Power and volume up and on some devices remove the battery or depress the red reset button
