Re-sending Messages On Restart

It's been happening for a while now. When I restart my phone or turn it off and on later, it re-sends previous random messages out to some of my contacts.
Not sure why it's doing this, but it's annoying to have to explain to people.
Has anyone else has this problem?

boot on safe mode and see if you can make calls
that could be a third party app, you could boot on safe mode and see if that happen again.
