Everytime I download an app, it downloads for 2 mins they it says error 495 but this only on mobile data it works on Wi-Fi

if that doesn't work then under settings, accounts, delete your current gmail account, restart your phone add the account once again.

settings, accounts, google, tap on your gmail, menu, remove account

There is no gmail account there just Google account Facebook and email also the Google account doesn't have a remove button in the menu but the others does

after you select your gmail account, tap on the 3 dots on the top right side (menu) then remove account

Settings-apps,how much free space do you have in downloaded (phone memory)? Not internal storage.

Yes I downloaded some apps with Wi-Fi but I can't do that in mobile data

If you are on 2G/Edge or with poor network coverage that could be the issue
