My Xperia C3 dual has android 4.4.2. There is android 4.4.4 available, but my update center says that I have got the latest update available. How can I update now??? And my play store is also not updated... It has build number 4.9.13, how can I update my play store???

you have to wait for the update to be approved and released in your country if your phone is locked to a carrier, you have to wait for the to approved and release the update

as for the playstore update, its up to google to roll out the update
