Quick settings menu has disappeared

The drag down quick settings menu has disappeared from my Z3. Dragging down from the top with 2 fingers does not bring the menu down. Neither can I use the notifications at the top right to access the menu eg messages / whatsapp messages.

This was working fine yesterday.

Has anyone seen this before?

help I setting up a z3 compact but noticed that there is no quick settings even if I scroll down nothing happens

, I can' find tools in widgets aswell.
