1st tym I downloaded them, the wallpaper would appear bt nw it doesn't

Not sure if this will work but you could try openning Settings then Apps and swipe to All then locate the theme you downloaded and open then tap on Clear cache and Clear data then go back and locate Themes and do the same then reboot and test your downloaded theme - If you have more than one theme downloaded then do the same for each of them
