I think he's asking if he can use Paypal to make purchases on Google Play.

The short answer is no. I believe this is a restriction on Google Play itself, and not Sony Mobile. Although I am aware that some mobile operator do allow payments via their phone bills. For this, you might need to check with your mobile provider.
