I am saying that from 1GB now you get 200-300 free,if you install custom ROMs they might have less bloatware so you get more, lets say about 500-600 free at most.I do not know if you can overrun the 1GB used for RAM,because it is random access memory and not simple memory. And it is not like in windows, where you can have that pagefile which can store data if the RAM is full.

in android phone what will limit RAM??hardware or software?

for example RAM in pc are hardware..however you can use your hard drive as additional ram(depand on CPU and hard drive)

i heard there is custom roms that will increase ram or also let some amount of sd card act as ram

I know that RAM is hardware all the way.Probably when you install a specific custom ROM,it might be that you remove bloatware and default apps and the RAM used by default is decreased.About using SD card as RAM,I do not know what to say.
