First of all make sure that your USB ports deliver enough power to charge USB devices like your phone.

If they can, it sounds like the drivers isn't properly installed. Start with download PC Companion:

You can also try to change the USB connection mode. Go to settings > Xperia connectivity > USB connection mode.
