strange forum mode

hi guys i see forum in this strange mode!

I had loggened in i got this following page as start / heading of forum page..
I thought this might be only at homepage of forum, but seems it on every page.. Whats wrong with forum..?

Moved here,already reported by danial.Yes,it seems that header and footer have some problems.
