Settings-personalization-wallpaper,select one from your album or from xperia wallpapers.

I too have the same query. @Alexdon: he is not asking how to set the wallpaper. We are asking how to set a wallpaper which does not move along while scrolling right - left. Wallpaper should be static as like Lock screen wallpaper.

I am not aware of any app,but you could look on google play for something.
