4:3 ratio has 12 MPx,higher than the 16:9 ratio with 9 MPx,however it differs on what you want to shoot. You can use 16:9 for landscapes.

It is just that 16:9 is wider and can capture a larger area.

12 MP actually gives you a bigger Field of View (FOV)....

If you switch to 9 MP you can notice that it is as if you crop the 12 MP scene and you take top and bottom off of it... (the image gets closer to fill the black spaces)

As far as detail... both resolution take the same ammount, with the difference that using 12 MP allows you to get closer to the subject (since you have a bigger FOV) and you can get a better result... BUT if you shoot 2 pictures at the same distance, one at 12 MP and the other at 9 MP, both will have the same details... but the 9 MP will be cropped top and bottom to fit 16:9 aspect.

Regarding video...

FullHD videos (1080) and HD videos (720) are shot with 16:9 aspect.

If you are in Camera mode with 12 MP, 4:3 aspect... and you hit the video recording button, the phone will quickly change the aspect to 16:9 and start recording like that...

Even if you are using 9MP, 16:9 aspect... the phone will also take a second to change the FOV when you start to record some video...

You should try it...

PS: if you don't mind an even narrower FOV when shooting video, you can activate the Digital Image Stabilization and see how it turns out...
