I just want to ask since there is still no Android 4.3 update here in my country, the Philippines, if changing my phone's IP address to that of another country would make it work?

There is no reason to change anything,you will not get any updates faster.And how are you planning to change the IP?

Absolutely not - the update is governed by your customization number so to see yours dial *#*#7378423#*#* then go to Service info then software info - The only was to update outside of your country or network is to manually flash a .ftf firmware file
