It does sound like an imessage problem.

Non-iPhone devices can’t receive iMessages, so if you no longer use an iPhone, you need to deactivate iMessage.
This lets your friends’ iPhones know to send you messages via text messaging or multimedia messaging
(MMS) services instead.

If you have access to your iPhone

To disable iMessage on an iPhone

iPhone: Ensure your phone is connected to the internet (mobile network or Wi-Fi)
so that the changes will sync with your Apple ID.

Go into Settings.

Tap Messages.

For iMessage, move the slider to Off.

Note! If you’ve got other Apple devices (an iPad, iPod touch or Mac for example) registered
to the same Apple ID as your phone, you’ll need to deactivate iMessage on all of them.
Otherwise your messages will continue to go to your Apple ID instead of your new phone.

Follow the steps below if you’re not sure how to do this.

If you don’t have access to your iPhone

To disable iMessage using apple.com

Go to supportprofile.apple.com/MySupportProfile.do.

Log in with your Apple ID and password.

Select the product you need to unregister (your iPhone, for example).

Click Unregister.

The message Are you sure you want to unregister and delete this product? appears.

Click Unregister again.

Note! If you’ve got any other iMessage-capable devices registered to the same Apple ID that
you no longer have access to, unregister these now.

Note! By unregistering your iPhone from your Apple ID through the Apple site, it won’t have
access to the App Store or content you’ve purchased unless your re-register it.

In this case I would have this person take a look at their phone first as there is no built in way to block an sms from a specific contact.
