xperia L wont let me send sms or call people

i need help my xperia wont let me send any sms it just says "could not send" and when i try to phone people it just beeps and goes off why is this is there any way of fixing this

Force restart the phone(power button+vol up until the phone vibrates).If still not working,repair phone software with sony update service.

for some reason it wont restart and where do i find the sony update sevice?
