just an idea

I suppose this tablet S has the old "internet" android browser, not the Chrome yet (that replaced the generic browser in new JB).

My Xperia S have it as well, I kinda liked it so I copied the app over my new phone and surprisingly it worked.

What if you could do the same? Perhaps this old browser that worked on you tablet would work on the phone too?

I played VOD on the old one too (my mom like some series available here and there), I couldn't make they working on stupid chrome too, so... maybe this would work...

just a thought, not too complicated but.. worth trying I think

Html5 is not to be supported by the phone, but by the browsers installed on it.

And yes, they do support html5 Preinstalled Chrome browser does, you can get Firefox and similar browsers on your own, they do too

This might be because video streaming for PC differs from the mobile one. Even HTML5 for mobile is a bit different.
I see you want to use it for VOD, I did too and depends on the site it works on one browser, and on the other don't. It is a matter of individual implementation on each site. Sometimes site A works in Chrome and doesn't in Firefox, but site B works on FF and doesn't on Chrome.
So I guess you need to experiment a little for VOD.
There are still even Adobe Flash plugins available (at least for firefox), but they have gone from play store ages ago. You can find them on Adobe site, sometimes it works while "native" html5 doesn't.
