Yes it has

and the location is on top middle of the phone, where we have the ear speaker

i guess that guy was asking about led notification during a call,sms or whatever, like in iphone (for physically impaired people). As far as i see there is no such option, but there is a talk back option. i guess this is not an Z1 issue but Android.
