Virtual buttons not working

the virual buttons are showing but does not work. When pressing the "back", "home" or "active window" nothing happens. I have tried restarting the phone several times and I have also tried resetting to factory settings twice. Please help!

Google play says that my phone is not compatible - I don't get the choice of downloading the program?
