Hello Reinmut.

The gps on/off setting does not start the gps by itself. It enables other apps like google maps (or any third party app) to use the gps and show your position. So you need to find an gps app that suits your purpose.

You had a question about google maps offline ?

Run google maps - Menu More - Labs - Select Precache map Area. this will enable this extension.

go back to the map, longpress anywhere, click the address balloon, select Precache map area.

It will download an area with a 10 mile radius. It is possible to cache multiple areas.
