Text messaging not working

Some of my contacts do not receive text messages from my phone even though the message will show "sent" The issue started after January 1st, 2018.

I have reset my phone to factory settings and have switched phone companies and the problem is still unresolved.

How can I have this text messaging problem resolved?

call your ISP, it is not a phone issue
