Developer options settings reset after reboot

In the Developer Options menu, I'm having an issue with two settings that, when turned on, will turn off when rebooting the device, necessitating I go into the Developer Options menu each time it's rebooted to turn the two options back on.

The two options are "Aggressive Wi-Fi to Cellular Handover" and "Cellular data always active". I keep both on so when leaving an area with wi-fi, music or other streaming data switches over to mobile data seamlessly. It's just annoying to have to turn these on each time I reboot, which is about once a day.

Is this a Sony thing, XA1 thing, or Android thing? I recall in my Z3 Compact, "Cellular data always active" stayed on after a reboot.

@Hitech_redneck 1st of all be advised that the developer options.. are not stable and second of all Z3s stopped receiving software updates long ago so yes, a lot of water under bridges and changes in that page. After a reboot some options will be restored to default (off) because are not intended as a definitive solution or a de facto configuration and not intended for day by day usage.
