Storage Reporting

When I check the internal storage by going to Settings>Storage & Memory, I get something like 10.5GB used out of 32GB. This makes sense since the total internal storage capacity is 32GB. However, when I connect the phone to my laptop (Windows 10), windows report the total capacity of the phone's internal storgae to be only 23GB not 32GB. When I do the same with my other android phone (64GB Galaxy S8+), windows reports the total capacity (64GB). I am puzzled of this and would appreciate your input. Is this typical of all Xperia XA1 phones or just my device?

Thank you

@TheBoozer I have now received the following information:

You might experience that the amount of available internal storage shown on your device is different compared to the amount shown on a computer when you connect your device to it via a USB cable. The reason for the gap is to avoid filling the storage with content since a certain amount of free memory is required for the device to function properly.
